Atollia is governed by two elected leaders. One elected on the mainland and one elected by the islands. Both must agree in order for action to be taken intending for all leadership action taken to benefit both the mainland and the islands. Magistrates are elected to handle the local affairs of sizeable settlements or valuable ports.

Pirates, Marauders, and Colonists

Atollia's main villain is a pirate captain and marauder named 'Seadog' Jon Thomas.

The Scylla and the Hydra

Both of these legendary creatures are described as having a multitude of heads and having a fierce guardianship of Atollia. The Scylla once protected the sea and the Hydra once protected the mainland. However, the Hydra was slain and the Scylla has been bewitched by the 'Seedog' and used like an attack dog to terrorize the waters it once protected.

Pirates and Marauders

Jon Thomas now has a chokehold on the waters of Atollia and a leash on its former guardian. He and his brother Barty offer no resistance to pirates and marauders who pillage and raid Atollian settlements. Atollia is a free for all for freebooting so long as they get their cut of the profits.

Colonists and Missionaries

Some raiders are not sated by raiding for treasure but instead seek to raid the very essence of Atollian culture. Missionaries and colonists look to destroy Atollian heritage and artifacts, burn sacred texts, tear down shrines to the old gods, and displace the native Orathi people from their homes.
