Baelheim
Northernmost province of Orathos — a frigid glacial land of few settlements,
bordered by steep inclines and sub-zero nights. Where the dragon sleeps.

- Governance: ruled in name by the dragon; de facto by the Vala (dragon-speaker);
Jarls compete for settlements. Classes: Highborn / Karls / Thralls.
Bael'Drakkor
One of the oldest and largest dragons ever recorded — "a god in a godless world."
Its roar reaches the beaches of south Rivalon; its wingbeat turns tides; its bite
can carve a mountain in two. All Orathos pays it tribute once a century in exchange
for Protection (no other dragon dares come), Tradition, and Stability.
Tribute has never not been paid… and with half the century lost to war, the next
payment — due in ~4 years — is looking sparse. The Baelic goal: ensure the dragon
is paid.
Session 15
- A lime-green kobold, Jill, was fundraising for Bael'Drakkor's tribute door-to-door at Gwyndinas's All Saints Cathedral — confirming the dragon is due to wake in ~3 years, that the city is worried about what happens if it goes unpaid, and that all dragons (including Draak, by Jill's reckoning) descend from the Elder Dragon. Draak adopted Jill as kin and bankrolled his tub.
